Purpose: To assist existing and potential entrepreneurs through general business counseling, start-up information, in-depth management and technical assistance.
Eligibility: Socially and economically disadvantaged entrepreneurs: African-Americans, Puerto Ricans, Spanish-speaking Americans, American Indians, Eskimos, Aleuts, Hasidic Jews, Asian-Pacific Americans, and Asian Indians.
Fee: Free consultation and referral; then $10.00 per hour for management and technical assistance.
Services: Detailed managerial and technical assistance is provided in the following areas:
  • Marketing and Advertising, including:
    Market feasibility analysis; market and competitive analysis; strategic market planning; advertising and promotional campaign design; direct service in accessing private and government contracts.
  • Registering non-retail firms in ABELS profile system.
  • Financial Services: including:
    Preparing effective loan packages; cash flow analysis; analyzing and recommending improvements to generate cash flow; preparing projections to determine financial needs; evaluating the appropriateness of various types of financing; reviewing financial statements for presentation in loan proposals; assisting in the negotiation of financial arrangements; setting-up accounting systems.
  • Construction Assistance, including:
    Development of joint ventures with experienced and capable firms; preparation of job costs to assist in developing estimates and proposed contracts; preparation of quantity take-offs; development of job schedules and proper manpower allocations; securing of bonding for contractors; development of commercial and project control elements; negotiation of labor agreements with participating trade and/or labor unions.
  • Management Services, including:
    Consulting with management on developing a company's goals and objectives; consulting with management on a company's business plan; preparing comprehensive business plans; assisting management in developing an organizational structure and meeting staffing needs; reviewing and recommending improvements in management information systems; organization management information systems; organization analysis to increase productivity; organizing skills enhancement workshops for improved job performance.
