There are numerous non-profit and government agencies which can provide free housing counseling to help you find affordable housing, find low-cost mortgage refinancing options, or try to avoid mortgage foreclosure.

Affordable Housing:

  • TN Housing Development Agency (THDA) - TN Housing Search
    Provides detailed online database of affordable rental housing.  Searchable fields include zip code, rent range and school district, accessibility features, availability of furnishings, washer-dryer hook-ups, whether credit or background checks are required,  nearby public transportation, distance to shopping, whether pets are allowed, etc.   There are also helpful links to online calculators for figuring annual household income and how much rent the family can afford, as well as a budget worksheet, list of estimated moving costs, and a printable inspection form renters can take with them to evaluate prospective rental homes or apartments.

  • US Dept of Housing and Urban Development (HUD) - Subsidized Apartment Database
    Provides a searchable database with information about subsidized apartments for seniors, people with disabilities and families with children.

  • Home Ownership Preservation Foundation - HOPE Hotline
    Provides certified housing counselors via telephone to provide free housing and mortgage foreclosure prevention counseling and assist callers in evaluating their options.

  • HOPE for Homeowners (H4H)
    Federal home loan program for people who are at risk of foreclosure and mortgage default.  Eligible homeowners may be able to refinance into lower rate fixed rate 30 year mortgage loan through this program.   Home owners in foreclosure and in bankruptcy may possibly be eligible.
  • Hope Now
    Alliance between US Department of Housing and Urban Development, US Department of the Treasury, mortgage and housing counseling agencies and mortgage providers.  Provides online information and resources including housing counseling agencies, mortgage companies and government mortgage loan refinancing and loan modification programs.
  • Making Home Affordable
    Provides information online about two federal mortgage loan programs: 1) Home Affordable Modification Program (HAMP) for people who are struggling to stay current on mortgage payments or have gotten behind on payments  2) Home Affordable Refinancing Program (HARP) for people who are current on their mortgage payments but want to refinance to a lower interest rate.
  • Memphis Housing Counseling Network
    Umbrella organization which provides referrals to several area housing counseling programs for various types of housing counseling, including foreclosure prevention and mortgage default counseling.

  • TN Housing Development Agency (THDA) - Mortgage Financing/Refinancing
    Provides mortgage loans to qualifying low- and moderate-income homebuyers.  Some of these programs include assistance for down payments and closing costs.  The Great Save program allows homeowners who meet certain criteria the ability to re-finance their mortgage if they have had "an involuntary reduction of household income of at least 5% monthly or increased expenditures due to death, permanent disability, serious illness or injury of the borrower" or meet other specific "financial hardship" criteria.

  • THDA - Online Foreclosure information and resources 

  • United Housing - Provides housing support through homebuyer education (also available in Spanish), mortgage counseling, property selection assistance, home renovation, and home purchase counseling.

    Provides access for un- and under-employed Shelby Co homeowners who are financially unable to make their mortgage payments and in danger of foreclosure. Eligible applicants may receive up to $20,000 in no-interest, potentially forgivable mortgage loans through this program.   In Shelby County, call United Housing at 901-272-1122 or apply only at www.uhinc.org/ and click on Hardest Hit Fund link.   All other TN residents call 888-588-9129 or apply online at www.keepmytnhome.org/login.aspx .

    Provides special financing for purchase of pre-selected properties; see www.uhinc.org/  for list of available homes.  Also provides foreclosure prevention counseling for residents of Fayette, Shelby, and Tipton counties.

  • US Department of Housing and Urban Development  (HUD) - General Information & Good Neighbor Next Door Sales Program
    General Information: Provides information and resources re: avoiding foreclosure, foreclosure scams, refinancing options, the foreclosure process and relocation resources if unable to keep your home.
    Good Neighbor Next Door: Provides information on heavily discounted home purchase program in targeted revitalization areas for potential homebuyers who are law enforcement officers, pre-K through 12th grade teachers, firefighters and emergency medical technicans.


  • Memphis/Shelby County Emergency Housing Partnership - Homeless Hotline, Central Intake & Assessment, and Short-term Rental Assistance and Housing Case Management
    Homeless Hotline/Cemtral Intake and Assessment: Provides 24 hour screening and referral to area shelters and other appropriate services for families with children who are homeless or imminently homeless.  Individuals without children seeking shelter services should call 2-1-1 for possible refererals.
    Short-term Rental Assistance and Housing Case Management: Provides short-term rental assistance (up to three months),  housing case management and supportive services for up to one year for families with children who are homeless or imminently homeless.  Must be 1) residents of Shelby County for at least 30 days 2) employed or able to contribute some funds to rent 3) have been in shelter or transitional housing lass than 90 days previously 4) adult(s) must show custodial relationship with child(ren) and 5) must agree to service plan with housing case manager.
