The Office of the Comptroller of the Currency is responsible for handling complaints about national banks as well as fielding questions about financial institutions.

From the Federal Administrator of National Banks, this site provides a clear description of how checks are handled and processed. Instructions for resolving various problems or complaints are also provided, along with links to federal and state regulatory agencies.
